Traveller SOP to Labuan beginning 11 October 2021

Below are the requirement for traveller (domestic and international) to enter Federal Territory Labuan, Malaysia

Domestic Traveller

  • Completed COVID-19 vaccination
  • Individual with symptom upon arrival at entry point will be required to take COVID-19 test (RT-PCR or RTK Antigen)
  • Youth ages 12 to 18 years old and children are allowed to enter Labuan although not vaccinated yet.

Traveller from foreign countries

  • Must be quarantined for 14 or 21 days (depends on risk assessment at entry point)
  • Allowed to self quarantine at home if already completed vaccination and subjected to risk assessment during entry and the suitability of home where they will undergo self quarantine.

Transport and Daily Trip

  • Adhere to requirement to enter Labuan
    • Compeleted COVID-19 vaccination, AND;
    • No symptom upon arrival.
  • Entry allowed at Labuan’s official entry point only.
  • No symptom upon arrival
  • Encouraged to perform COVID-19 test periodically.

Note: Health Ministry personnel will perform random check and COVID-19 test at Labuan entry point for surveillance purpose.

Traveller SOP to Labuan beginning 24 September 2021

SOP to enter Labuan updated as follow

  • Entry to Labuan using RT-PCR 3 days before arrival, or
  • RTK Antigen Saliva verified by certified medical officer or MOH health inspector within 48 hours before entry.
  • Require PDRM consent for cross state travelling.

Quarantine is a must for

  • Individual with incomplete vaccination is required to quarantine for 10 days and to be tested with RTK-Antigen on the day 8.
  • Individual showing symptom during health screening at entry point and individual with invalid Covid-19 test result:
    • 5 days quarantine for individual who completed vaccination and to be tested with RTK Antigent test on day 4.
    • 10 days quarantine for individuals with incomplete vaccination and to be tested with RTK Antigen on day 8.

Procedure to enter Labuan, Malaysia as of 10 December 2020

Condition to enter Federal Territory Labuan, Malaysia

  • COVID-19 Swab Test Result (Negative) done 3 days prior to entry. The test required are RTH-Ag or RT-PCR
  • Registered to MySejahtera app
  • Beginning 1 January 2021, no swab test will be conducted at entry point. Traveller is required to perform swab test before coming to Labuan.

What will happen at the Entry Point

  • Please present your copy / original COVID-19 Test Result (RTK-Ag or RT-PCR).
  • Use your MySejahtera app to check in.
  • Traveller will be required to undergo health screening test.

If no symptom detected, traveller will be allowed entry and provided with HAC (Health Alert Card)

If traveller detected to have the common COVID-19 symptom, a swab test will be performed on site and traveller will be required to self-quarantine until receive the swab test result.

For travelling less than 3 days

If your travel period to Labuan are within the swab test valid period of three (3) days, health screening will be performed to evaluate risk and to detect any symptom. If no symptom detected and the risk valuation is low, traveller will be allowed entry with HAC (Health Alert Card)

If COVID-19 Swab Test Result Already Passed 3 Days

For traveller with Swab Test Result which has passed its validity period of three (3) days, a swab test will be performed along with health screening. Traveller will be allowed entry but have to undergo self-quarantine until result of swab test available.

Frequently Asked Question

  • For travelling from Labuan to another States in Malaysia, traveller has to follow the Standard Operating Procedure imposed by that States.
  • For same day cross border movement, the Swab Test result must at least within its 3 days validity period.
  • Individuals entering Labuan with no COVID-19 test performed prior to travelling will be required to undergo swab test at entry point. The tests are RTK-Ag or RT-PCR. Fees will be imposed on the test.
  • Daily travel will follow current procedure.
  • This procedure is not applicable to Shipping and Oil&Gas sector.

Penjadualan semula feri Menumbok – Labuan

OPERASI perkhidmatan feri penumpang antara Menumbok ke Labuan dijadualkan semula sebagai langkah menangani penularan wabak koronavirus baharu (Covid-19).

Setiausaha Kerajaan Negeri Sabah, Datuk Safar Untong berkata, penjadualan semula perkhidmatan feri itu dilaksanakan serta-merta.

“Kita sudah menetap feri Galaxy hanya melakukan perjalanan pada 6 pagi setiap hari dan 4 petang (Ahad sahaja) daripada Menumbok ke Labuan.

“Feri Putrajaya Satu (9 pagi), Kimanis (1 petang) dan Goodwill (8 malam) untuk lokasi perjalanan sama.

“Manakala, bagi laluan perjalanan Labuan ke Menumbok, feri Putrajaya Satu akan memula pergerakan pada 6 pagi, Kimanis (3.30 petang), Goodwill (5.30 petang) dan Galaxy (6.30 petang),” katanya melalui kenyataan media hari ini.

Penjadualan semula perkhidmatan feri itu dilakukan selepas langkah terbabit diputuskan ketika Mesyuarat Sabah Covid-19 Command Centre, di Kota Kinabalu, hari ini.

Safar berkata, dalam mesyuarat sama turut diputuskan penutupan operasi perkhidmatan bot laju atau penambang daripada Menumbok ke Labuan.

Menurutnya, penutupan terbabit juga dilaksanakan serta-merta.

Perintah Kawalan Pergerakan bermula 18 Mac 2020

Perdana Menteri Malaysia, Tan Sri Muhyidin Yassin mengumumkan bahawa Perintah Kawalan Pergerakan akan dilanjutkan sehingga 12 Mei 2020.

Perdana Menteri Malaysia, Tan Sri Muhyidin Yassin mengumumkan bahawa Perintah Kawalan Pergerakan akan dilanjutkan sehingga 28 April 2020.

Terkini (25 Mac 2020)
Perdana Menteri Malaysia, Tan Sri Muhyiddin Yassin mengumumkan bahawa Perintah Kawalan Pergerakan akan dilanjutkan sehingga 14 April 2020. Ini berikutan trend semasa yang menunjukkan kes-kes positif COVID-19 yang baharu masih berlaku.

Beliau telah mengarahkan semua kementerian untuk membuat persiapan yang rapi bagi mengurus keperluan asas rakyat sepanjang tempoh Perintah Kawalan Pergerakan berkuatkuasa.

Kerajaan Malaysia memutuskan untuk melaksanakan Perintah Kawalan Pergerakan, mulai 18 Mac 2020, iaitu lusa hingga 31 Mac 2020, di seluruh negara. Perintah kawalan ini dibuat di bawah Akta Pencegahan dan Pengawalan Penyakit Berjangkit 1988 dan Akta Polis 1967. Perintah Kawalan Pergerakan ini meliputi;

Pertama, larangan menyeluruh pergerakan dan perhimpunan ramai di seluruh negara termasuk aktiviti keagamaan, sukan, sosial dan budaya. Untuk menguatkuasakan larangan ini, semua rumah ibadat dan premis perniagaanhendaklah ditutup, kecuali pasaraya, pasar awam, kedai runcit dan kedai serbaneka yang menjual barangan keperluan harian. Khusus untuk umat Islam, penangguhan semua aktiviti keagamaan di masjid dan surau termasuk Solat Jumaat adalah selaras dengan keputusan Mesyuarat Jawatankuasa Muzakarah Khas yang telah bersidang pada 15 Mac 2020.

Kedua, sekatan menyeluruh semua perjalanan rakyat Malaysia ke luar negara. Bagi yang baru pulang dari luar negara, mereka dikehendaki menjalani pemeriksaan kesihatan dan melakukan kuarantin secara sukarela (atau self quarantine) selama 14 hari;

Ketiga, sekatan kemasukan semua pelancong dan pelawat asing ke dalam negara;

Keempat, penutupan semua taska, sekolah kerajaan dan swasta termasuk sekolah harian, sekolah berasrama penuh, sekolah antarabangsa, pusat tahfiz dan lain-lain institusi pendidikan rendah, menengah dan pra-universiti;

Kelima, penutupan semua institusi pendidikan tinggi (IPT) awam dan swasta serta institut latihan kemahiran di seluruh negara; dan

Keenam, penutupan semua premis kerajaan dan swasta kecuali yang terlibat dengan perkhidmatan penting negara (atau essential services) iaitu air, elektrik, tenaga, telekomunikasi, pos, pengangkutan, pengairan, minyak, gas, bahan api, pelincir, penyiaran, kewangan, perbankan, kesihatan, farmasi, bomba, penjara, pelabuhan, lapangan terbang, keselamatan, pertahanan, pembersihan, peruncitan dan bekalan makanan.
